If you can't download from
vBulletin.org, you need to verify that you are a licensed Customer of
vBulletin. Go to your Members Area in
vBulletin and add the email address you use at vbulletin.org to the Priority Support area.
Also, until you prove your licensed status here, you won't be able to download anything from here.
